The International Monetary Fund (IMF) has concluded its Post–Tax Administration Diagnostic Assessment Tool (TADAT) Mission with a closing meeting held at the Liberia Revenue Authority (LRA) Headquarters in Paynesville.
The TADAT framework is a globally recognized instrument that provides an objective evaluation of the performance of tax administrations. It highlights core strengths and weaknesses across key functional areas, enabling countries to design targeted reforms that strengthen revenue systems, enhance governance, and promote sustainable development.
The IMF’s Post-TADAT assessment reviewed the progress the LRA has made since the initial evaluation, with particular focus on improvements in tax administration systems and domestic revenue mobilization. The closing session brought together senior LRA executives, IMF experts, and national stakeholders to discuss the mission’s findings, ongoing reforms, and priority actions aimed at deepening transparency, efficiency, and voluntary taxpayer compliance.
Speaking during the meeting, IMF expert Madam Mau Been Kidd commended the LRA for the significant progress achieved since the previous assessment. She reiterated the IMF’s commitment to supporting Liberia’s efforts to build a modern and resilient tax administration capable of underpinning long-term economic growth.
Representing the LRA, Deputy Commissioner General for Technical Affairs, Gabriel Y. Montgomery, expressed appreciation to the IMF team for its sustained collaboration and technical support. He reaffirmed the Authority’s commitment to fully implementing the mission’s recommendations as part of the LRA’s broader strategy to modernize tax administration and deliver improved services to taxpayers.
Montgomery emphasized that the post-TADAT assessment has provided valuable insights into the Authority’s reform trajectory and underscored areas that require heightened attention. These include the optimization of digital solutions, strengthening of risk-based compliance management, and expansion of taxpayer education and engagement initiatives.
The 2025 mission marks another important milestone in the LRA’s ongoing efforts to build a more efficient, transparent, and technology-driven revenue administration in alignment with its Four-Year Corporate Strategic Plan.
