LRA Appoints Margaret Krote as Commissioner, Domestic Tax Department

Monrovia, Liberia: The Liberia Revenue Authority (LRA) is honored to formally announce the appointment of Madam Margaret Krote as Commissioner of its Domestic Tax Department, a decision ratified by the LRA Board of Directors.

This appointment marks the culmination of a comprehensive, transparent, and competitive recruitment process, undertaken with the support and oversight of respected international partner institutions and key local stakeholders. This process was designed to ensure the selection of a candidate of high integrity, technical competence, and managerial capacity, to lead one of the most critical departments in Liberia’s tax administration.

Madam Krote is widely recognized within the LRA and the Liberian tax community for her deep technical knowledge and steady leadership. Over the course of more than a decade in the LRA, she has held pivotal roles, including Manager and Assistant Commissioner in the Domestic Tax Department, where she has overseen tax administration, auditing, compliance management, and enforcement initiatives. In these positions, she has consistently advanced efforts to modernize operations, strengthen compliance, and expand revenue mobilization.

Her tenure as Assistant Commissioner, in particular, featured active involvement in preparing the Authority for key tax reforms, such as the prospective implementation of Value Added Tax (VAT) in Liberia. Her contributions have included staff training, stakeholder engagement, and laying the institutional groundwork required for seamless transition to new tax regimes.

Madam Krote’s appointment is also a historic milestone: she becomes the first female Commissioner to lead the Domestic Tax Department at the LRA. Her leadership is expected to inspire greater gender diversity and inclusion in senior roles across Liberia’s public sector.

She succeeds Mr. Darlingston Y. Talery who served with distinction as Commissioner of the Domestic Tax Department for nine years before stepping down in 2024 to assume a higher regional role with the Economic Community of West African States (ECOWAS).

Mr. Talery has since been appointed by the UN Secretary-General to serve on the Global Tax Committee, where he will help advance international cooperation on tax governance.

In accepting this appointment, Madam Krote expressed her gratitude and sense of duty.

“I am deeply honored by the confidence placed in me by the LRA Board of Directors and our international partners. I commit to working tirelessly to strengthen the Domestic Tax Department’s capacity, foster a culture of voluntary compliance, and support Liberia’s broader goals for sustainable revenue generation and equitable growth.”

She also emphasized the importance of partnership and stakeholder collaboration in in a bid to continue building trust with taxpayers, civil society, and international partners.

She indicated the task of modernizing the tax systems, enhancing transparency, and maintaining professional integrity with the aim to elevate the performance and credibility of the Domestic Department and the LRA in general.

LRA Commissioner General Jeams Dorbor Jallah noted the insitution is confident that Madam Krote’s experience, technical insight, and leadership qualities will help accelerate reform and performance within the Domestic Tax Department.

CG Jallah said her appointment is a significant step forward in the Authority’s ongoing transformation journey to become a more efficient, citizen-centered, and globally respected revenue agency.

The Domestic Tax Department is a critical division within the LRA, responsible for administering internal taxes such as income tax, withholding tax, and compliance across individuals and businesses.
