The Liberia Revenue Authority Board of Directors which shall be the governing body of the Authority and which shall consist of seven persons. The President, upon recommendation of the Minister shall appoint the Chairperson and members. The Board consist of; The Minister responsible for Finance, Justice and Commerce and when there is a proxy not lower than a Deputy Minister. Three (3) other members from the non-governmental sector, one of whom shall be the Chairperson. The Commissioner General is a member and secretary.

BOIMA S. KAMARA, Economist; MPhil Econs, MSc Applied Econs
A goal driven Economist with outstanding managerial and technical skills. Humbly served in several capacities including former Minister of Finance and Development Planning of Liberia and Deputy Governor (DG) for Economic Policy at the Central Bank of Liberia, among others. He comes with institutional memory on the monetary and fiscal sectors of Liberia, the 15-member states of ECOWAS, the ECOWAS, and the AU, especially the work of the African Peer Review Mechanism (APRM) given that he once served as Liberia’s Focal Person. As an individual driven by teamwork, succeeded in working with the IMF, World Bank, AfDB, and European Commission on several issues relating to economic governance and management including public financial management reforms such as open budget initiative, public procurement and civil service reforms, transparent budget execution, and debt sustainability.
He was successful in bringing to closure Liberia’s 3-year ECF Program with the IMF in November of 2017. Also, he worked closely with the IMF and World Bank on other major programs including the Staff Monitoring Program (SMP), Poverty Reduction and Growth Facility (PRGF), Extended Credit Facility (ECF), and the World Bank Country Diagnostics Study on Liberia. As Deputy Governor, he had oversight roles on banking supervision and regulation, financial market operations, and coordination of the IMF Article IV and Safeguards Assessments engagements with Liberia, research, financial markets, among others. Boima also served as International Consultant assigned to the United Nations Economic Commission for Africa (UNECA) sub-Regional Office for West Africa based in Niamey, Niger and was a part of a team of consultants doing a feasibility study to understand the skills gap in the economic growth sector of Liberia. For the last 8 months, he served as Health Financing Advisor to the Africa Centres for Disease Control and Prevention (CDC) Health Economics and Financing Program (HEP). He comes with strong skills in Policy, Program Development, and Implementation; Public Financial and Macroeconomic Management; Resource Mobilization, Capacity Building, among others.
He holds 2 master’s degrees: MPhil Economics with concentration in Health Economics, Monetary Economics, International Economics, and Advanced econometrics Theory and Practice from the University of Ghana, Legon and MSc. Applied Economics with a concentration in Financial Economics from Johns Hopkins University. He is also an Alumnus of African Economic Research Consortium’s Collaborative Master of Arts Program.
Boima is a devout Christian, married to Atty. Nadia Sartus Kamara and blessed with 5 children.
PROFESSIONAL EXPERIENCE:
Counsellor Natu Oswald Tweh, Sr., currently serves as the Minister of Justice/Attorney General of the Republic of Liberia, having been appointed in February 2024 by President Joseph N. Boakai, Sr. With over thirty-seven years of legal practice, Cllr. Tweh has had a distinguished career in both the legal profession and public service.
He began his legal career at Brumskine & Associates Law Firm in 1986, becoming its managing partner in 1993. In October 1999, he co-founded Pierre, Tweh & Associates, Inc., which quickly rose to prominence as a leading law firm in Liberia. His academic contributions include serving as an Assistant Professor of Law at the University of Liberia from 1992 to October 1996 and again from 2016 to May 2023, where he lectured on contract law on a pro bono basis.
Cllr. Tweh’s leadership extends beyond the courtroom and classroom. In 2012, he was elected to the Judicial Council of the United Methodist Church and became its president, the first person outside the United States to hold this position. He also served on the Executive Council of the Liberia Chamber of Commerce from 2009 to February 2011, later becoming its president from November 2020 to February 2024.
Throughout his career, Cllr. Tweh has held various key positions, including Chairman of the National Board of Bar Examiners and the Board of Directors of the Industrial Property Office. He has been a member of the Liberia Telecommunications Corporation, the Tax Commission of Liberia, the Grievance & Ethics Committee, and the Judicial Inquiry Commission of the Supreme Court of Liberia. He also served as Co-Chairman of the Judicial Training Institute Steering Committee and was on the Board of Directors of the National Oil Company of Liberia (NOCAL).
PROFESSIONAL QUALIFICATIONS AND ASSOCIATIONS:
Cllr. Tweh’s professional qualifications are extensive. He was admitted to the Montserrado County Bar as an Attorney-at-Law in 1986 and to the Supreme Court Bar as a Counsellor-at-Law in 1992. His memberships include the Liberia National Bar Association, where he served as president from 2006 to 2008, the New York State Bar Association, and the American Bar Association. In 2018, he was honored with the title of “Senior Counsellor” by the Liberia National Bar Association.
EDUCATION:
Cllr. Tweh’s academic journey is marked by excellence. He graduated as valedictorian from Sinoe High School in 1979 and earned a Bachelor of Science (B.Sc.) degree, cum laude, from Cuttington University College in 1984. He then pursued legal studies at the Louis Arthur Grimes School of Law, University of Liberia, where he graduated magna cum laude with a Bachelor of Laws (LL.B.) in 1986. Furthering his education, he obtained a Master of Laws (LL.M.) in taxation from Harvard Law School in 1988. In 2016, Cuttington University awarded him an honorary Doctor of Laws (LL.D.) degree.
EARLY LIFE:
Born on December 23, 1961, in Greenville, Sinoe County, Southeastern Liberia, Cllr. Tweh’s early life was marked by a move to Monrovia, Montserrado County, in 1962. He began his education at St. Mary Elementary School in Duala and New Kru Town Elementary School. In 1976, he returned to Greenville to complete his high school education, graduating in 1979.
Cllr. Tweh’s dedication to his education and career has made him a prominent figure in Liberia’s legal and governmental spheres, underscored by his unwavering commitment to public service and legal excellence.
Amin Modad is a Liberian entrepreneur, politician, and trade development professional. Before becoming Minister of Commerce & Industry, he served as the CEO of the MI Group, a 100% Liberian owned company with diversified investments in Hospitality, Real-estate Development, and Food Production. He recently served as Chairman of the Unity Party and is credited for reviving the party and putting it on the path to winning the Presidential election.
He holds an MBA from the University of Phoenix and a Bachelor’s in Political Science from the University of Liberia. He played a key role in Liberia’s post-war integration in the multilateral trading system by initiating Liberia’s accession to the World Trade Organization and serving as it first representative; he headed the Enhanced Integrated Framework Program in Liberia, and served as Sr. Policy Advisor to the government of Liberia on trade and investment. He has played a key role in Liberia’s post-conflict recovery especially with regards leading or coordinating the development of essential policies and sectoral reforms including, but not limited to Liberia’s Trade, Industrial, and SME policies, the National Investment Code, and the National Investment Guide. Many in the private sector and the development community hail him for his credibility, strategic approach to getting things done, and his ability to inspire and elevate others. Furthermore, as both a successful entrepreneur and trade development professional he is regarded as someone who understands the constraints businesses go through as well as the policies needed to develop the enabling environment for businesses to thrive.
He has always been a trailblazer; as entrepreneur, his focus was investing in priority sectors linked to Liberia’s comparative advantages and development needs. In addition to owning the largest indigenous owned hotel in Liberia, his innovative investments in food & beverage production provided job opportunities in a country with very high unemployment, supports sustainable economic growth by adding value to local produce, and provides market opportunities to many smallholder farmers.
He’s also authored a book, Liberia’s Post-Conflict Trade Environment, published in 2014 and several socio-economic articles that proffer solutions to issues impacting the Liberian economy and society. He has served on numerous boards including the First International Bank, the African Methodist Episcopal University Foundation Board, the Liberia Petroleum Refining Company, and the African Methodist Episcopal University Board of Trustees.
