Commissioner General, Liberia Revenue Authority
James Dorbor Jallah brings a wealth of experience and integrity, covering 30 years, to his role as Commissioner General of the Liberia Revenue Authority (LRA). With a proven track record of transformative leadership in various sectors, Jallah is committed to enhancing domestic resource mobilization efforts.
Before joining the LRA, Jallah served as the Country Representative for Liberia at The Carter Center & Emory University, overseeing all programs and operations since 2019. Prior to that, he served as the Executive Director & CEO of the Public Procurement and Concessions Commission (PPCC), where he ensured government-wide compliance with procurement standards. He also strengthened the capacity and operational efficiency of the Liberian Institute of Certified Public Accountants (LICPA) as Executive Director/Project Manager. Additionally, he has contributed his expertise to various organizations including the Ministry of Education, Ministry of Planning, and Stella Maris Polytechnic, both in Liberia and internationally.
Jallah’s achievements include leading a remarkable turnaround of Ecobank Liberia, steering the institution from loss-making to profit-making within four years. He increased profit before tax (PBT) and return on equity (ROE) by 279% and 350%, respectively, and reduced cost-to-income ratio (CIR) and non-performing loans (NPL) by 21% and 55%, respectively. Jallah also spearheaded the modernization of Liberia’s Public Procurement and Concession Commission (PPCC), enhancing transparency and efficiency in procurement practices.
During Liberia’s emergency Ebola response, he led and coordinated support services, contributing to the containment of the pandemic. In the realm of national development planning, Jallah played a pivotal role as Deputy Minister for Sectoral & Regional Planning, overseeing substantial annual national expenditure and attracting foreign direct investments exceeding $12 billion. Jallah is also an accomplished educator, initiating reforms to strengthen integrity in several high institutions of learning including the University of Liberia and Stella Maris Polytechnic. He actively engages with global and local stakeholders to foster development through collaborations with international organizations like the World Bank, UNICEF, and GIZ on projects aimed at socioeconomic development.
Educationally, Jallah holds a Master of Engineering in Logistics & Supply Chain Management from the MIT International Logistics Program, Zaragoza Logistics Center, as well as a SPURS Certificate focusing on Technology & Policy Management from the Massachusetts Institute of Technology (MIT). He obtained his Bachelor of Science in Mathematics with a minor in Physics, magna cum laude, from the University of Liberia.
